DEC Experience
DEC staff has significant project experience through the
collective capabilities of the front line team, second tier staff
and all of the partner companies. Our project experience
includes our company and our collaborative business
partners to provide a wealth of specialized engineering
services.
Over the last year, DEC has utilized its business model to
perform work in the refining, chemical, commercial, and
transportation sectors. The following projects are from the
last year:
DEC Experience
DEC staff has significant project experience through the

includes our company and our collaborative business
partners to provide a wealth of specialized engineering
services.
Over the last year, DEC has utilized its business model to
perform work in the refining, chemical, commercial, and
transportation sectors. The following projects are from the
last year:
- Propylene Compressor Troubleshooting: a 1400Hp
centrifugal refrigeration compressor has been
operating in and out of surge, as well as fouling. DEC
has provided engineering and reliability service to
revise the process to eliminate surge. DEC has also
redesigned the lube oil piping to allow better
maintenance access. DEC engineers have studied
causes for the fouling and have recommended some
options to mechanically remove entrained solids.
- Railroad Spurs: DEC has laid out, specified and
scoped over 7,000 lf of railroad modifications to allow
a refinery to store, load and unload over 100 rail cars.
- Flue Gas Piping Design: DEC project management has
executed the budget estimate phase of a major
refinery revamp in Holland. The FEL-2 project includes
piping design, mechanical systems and support
systems to be designed and budget estimated.
- OSBL Piperack Design/Build: DEC has performed the
detailed design of a Piperack modifications project to
add “straddle rack” and rack extensions to an
operating Sulfur Recovery Unit. The design has been
completed, with the construction bid being submitted.
With organic knowledge of the project scope and a
very competitive fabrication price, DEC has confidence
that their bid will be most competitive.
- Security Improvements Project: DEC is currently
designing and estimating security improvements for a
refinery including a new security building, fence line
and security monitoring to add a new threshold of
security to a refinery. This project includes major civil
work and security monitoring. DEC will manage but
not contract the construction.
- Blast Resistant Building Installations: DEC designed
and bid out the installation of five blast resistant
buildings. The project included locating the buildings
based on the results of a blast risk study (facility
siting). DEC sourced utilities for each building, and
determined automation presence for each operator
shelter. Project included studying the options
between reinforcing existing structures versus
purchasing pre-manufactured buildings. The pre-
manufactured buildings were selected, were
competitively bid, and DEC managed fabrication.
- Miscellaneous Equipment Installations: Part of the
DEC workload includes small equipment installations
at various clients across the southwest region.
Equipment includes pumps, exchangers, vessels, and
control valves, for refining and chemical clients.
